John Shaw McNeely, CEO of Skip-Line, possesses over 30 years of experience with roads and airports as former President and CEO of Hi-Lite Airfield Services from 1989 – 2020. At Hi-Lite, John worked with industry professionals and regulators around the world to elevate aviation safety standards, including quality control and best practice methodologies. In 2016, John founded Spec-Rite Systems to transform highway safety with sophisticated software and services to improve compliance and safety throughout the global transportation industry. In 2020, he bought Skip-Line, LLC and merged the two companies into Skip-Line by Spec-Rite. John is a University at Buffalo graduate with a Masters in Business Administration with concentration in Corporate Finance. 

Richard C. McNeely IV joined Shaw Harbor Holding as a Principal in 2020 and currently serves as Vice President of Operations at Skip-Line, LLC. Richard’s 20 years of experience in the transportation safety and pavement markings industry with Hi-Lite Airfield Services includes extensive knowledge of building and operating pavement marking equipment, designing and building quality control and safety management systems and managing global operations. He previously was Vice President/Project Manager at Hartsfield Jackson (ATL) for 3 years. Richard also has various trainings and credentials notably, LTL-M Mobile Retroreflectometer Training, OSHA 10-hour Training, Class AM CDL License, AirMark Certified Applicator, Airfield Markings Symposium, Waterblasting, Safety, and Hazard Communication Training, Hazmat Training Works, and Standard First Aid/CPR.

George S. Smith II

Of Counsel

George Smith III joined Shaw Harbor Holdings in 2020 as the Of Counsel; responsible for managing legal due diligence for acquisitions and divestitures, developing intellectual property strategy. George has more than 30 years of Fortune 500 M&A experience with a valuation over $2.5B, leading complex mergers and acquisitions. Prior to Shaw Harbor, George was the Director of Business Development at Welch Allyn, General Counsel to a business unit of Honeywell International, and VP of Hand Held Products, Inc. He formerly served as Chairman of the Skaneateles Recreational Trust Charitable Trust. George earned his J.D. from Albany Law School as a member of the Justinian Society, and was admitted to the New York State Bar and the United States Patent Bar.

Kevin joined Shaw Harbor Holdings in 2020 as the Chief Technology Officer; responsible for all technology and product development. Kevin has 6 years of professional experience with a verifiable track record for product development, leading, defining, and communicating product strategy to stakeholders. Kevin has developed retroreflectivity measurement of pavement markings at various airports including, Des Moines International Airport, Miami International Airport, Dallas Love Field Airport, and Vancouver International Airport. Prior to Shaw Harbor Holdings, Kevin co-founded a consulting firm focused on product development, served as VP of Product for Spec-Rite Systems, and now Chief Technology Officer at Skip-Line, LLC. Kevin earned his PhD in Bioelectrochemistry from Clarkson University, and is credentialed in LTL-M Mobile Retroreflectometer Training.
